What is headcount governance?

What is headcount governance software?

No. Position management is the staffing model: each seat exists independently of the person in it. Headcount governance is the control layer on top of it: whether the seat is approved, funded and still on plan. Kinnect governs position management on Workday, Oracle HCM Cloud, SAP SuccessFactors, UKG Pro, ADP and Dayforce.

Who approves a position request in Kinnect?

The requester's manager, then the cost center's budget owner. Both roles are derived from org and cost-center ownership, so a reorg changes the approvers without anyone editing a workflow. Every decision requires a comment that lands in the position's History.

What happens if a request exceeds the cost center plan?

The Request Position form shows the planned headcount for the target cost center and warns when the request reaches or passes it, amber at plan and red over. It does not block submission; the budget owner sees the same context in the Inbox before deciding.

Can Finance see why a cost center is over budget?

Yes. The Finance page drills any cell into a variance bridge: net-new positions, unplanned events such as terminations and merit changes, and planned versus budget, each line tied to the position codes and dates behind it.

Does Kinnect replace our HRIS or ATS?

No. Positions, workers, supervisory organizations and cost centers ingest from your HRIS through Settings > Integrations; Start Recruiting creates the requisition and pushes it to your ATS, and the hire syncs back to fill the seat. Kinnect is the governance layer between the two.
